Desheng Park of Zhongguancun Science Park is located in Xicheng district of Beijing. It is one of the major components of Zhongguancun Science Park. It is approved by the Ministry of Science and Technology in June 2001 and opened on May 24, 2002. As to land, taxation and so on, Desheng Park offers the same preferential policies as Zhongguancun Science Park.
The planned zone of Desheng Park covers an area of 6 square kilometes, including the east zone and the west zone, and the policy zone covers 2.9 k㎡.The east zone of Desheng Park lies in Dongcheng district, covering an area of 1.5 k㎡ and the west zone in Xicheng district, covering 1.4 k㎡.
Desheng Park lies in the golden belt of the center of Beijing. It is the southeast gate of Zhongguancun Science Park, enjoying prominent resource advantages. As the office district of the central government, Xicheng district is the base for over 50 departments of the Party and the government as well as financial administrative institutes which play vital roles in the development of national economy, including the People’s Bank of China, China Securities Regulatory Commission, China Insurance Regulatory Commission. Desheng Park is one of the six major functional streets under construction in Xicheng district during the implementation of the 10th 5-year plan. Since the opening of Desheng Park, investment introduction has been continually proceeding. High-tech companies, including Chinese Academy of Engineering, CTR of CCTV, CSM of CCTV and , have been brought in and seen great development. In 2003, there were altogether 145 high-tech enterprises in Desheng Park, with total registered capital up to 1.18billion yuan, total income from technology, industry and Trade of these high-tech enterprises accounting for 800million yuan, 62 times that at the time the Park opened. Construction of 8 incubators in the Park has been finished, covering an area of 81,000㎡,three of which have passed establishment of Beijing municipal government. The pioneering center for overseas Chinese scholars in Desheng Park is now one of the experimental bases for the first Dedicator's Project of Western Returned Scholars Association.
